
It is forbidden [for a spiritual seeker] to have sexual relations on these nights & these places:
Under a tree
At the time of azaan or iqamat [when one can hear it]
The 15th night of Shaban [mid Shaban or shab barat]
The Night before both Eids [for these are Nights of worship].

Note: It is also a Sunna of our Master the Blessed Prophet, upon whom be peace, to avoid sexual relations the last ten nights of Ramadan, especially the odd nights.

Can one really say it is forbidden unless it is definitively established thus by the Quran and Sunnah?
Forbidden for spiritual seekers not haram as such... I think I should insert that :)
Is somebody making up these "rules"?
There is nothing like this in Holy Quran.
If you've read the above you can see that no is saying it is Haram or categorically forbidden.
Sufism does impose further restrictions on people who are spiritual seekers. A measure of austerity. That is not farz ayn... required of everyone... but it is not contrary to the Qur'an either.

It is certainly NOT against the example of the Prophet PBUH and his Companions.
For instance: Hazrat Umar had 2 outfits, a summer dress and a winter one. So Baba Farid instructs his murids to try limit their clothes to 4 outfits.
Hopefully you get the idea.
In any case Hazrat Ghous Bahauddin was a great scholar as well as Sufi and it is safe to assume that these instructions may be based on hadith... and as such we should follow them.
